Producción Social del Hábitat 2016.<BR> El premio de la
Producción Social del Hábitat se otorga cada año a 3 proyectos inspiradores de
pobladores de América Latina.<BR> Sus metas: mejorar la
visibilización y el reconocimiento de la PSH, facilitar intercambios entre
grupos de pobladores y fortalecer la incidencia política.<BR><STRONG>El premio
PSH 2016 <BR></STRONG> 1. Invitación a participar en el
encuentro regional y a presentar su proyecto en Quito en el marco de Hábitat III
(17-21 octubre 2016)<BR> 2. La realización de un vídeo
documentando su proyecto<BR> 3. La participación en la
segunda fase de selección para el World Hábitat Award (The Building and Social
Housing Foundation)<BR> La Cooperativa de Viviendas por
autogestión y ayuda mutua Corazón Fuerte (COVICOFU) llevó adelante un proyecto
de construcción de bloques con reclusos de la cárcel de Punta de Rieles, para
aportar a la reconstrucción de la mencionada Ciudad.<BR>
La Cooperativa COVICOFU está en etapa de obra, recién en sus comienzos. Ya tiene
el Salón Comunal construido por ayuda mutua.<BR> Para
sus 14 viviendas (Franja 1, tipo NBE mejorado al ser por ayuda mutua y
autogestión) necesita 21.000 bloques.<BR> Algunas viven
en sus ranchitos de lata del clásico "cantegril".<BR> Al
momento todavía no tienen un solo bloque, pero ya donaron 15.000, el equivalente
a 10 viviendas de la Cooperativa...<BR> Tienen claro que
la Cooperativa no es sólo hacer viviendas, son valores, son
principios:<BR>solidaridad, ayuda mutua, autogestión, propiedad comunitaria,
participación democrática, acción colectiva, trabajo voluntario y brigadas
solidarias, honestidad, transparencia, compromiso con la comunidad, desarrollo
sostenible, responsabilidad social y preocupación por los demás, igualdad,
equidad, autonomía e independencia, sin discriminación de género, raza, clase
social, posición política o religiosa...<BR> "Un

Interior y el Municipio de Parque del Plata firmaron un convenio que tiene como
objetivo desarrollar en la zona del Arroyo “Solís Chico” de Parque del Plata la
refacción del paseo de Rambla Costanera, que se llevará a cabo a través del
“Polo Industrial Santiago Vázquez” perteneciente a la Unidad de Internación del
Instituto Nacional de Rehabilitación.<BR> En el convenio
se dejó establecido que la Intendencia de Canelones y el Municipio de Parque del
Plata aportarán los materiales de construcción, herramientas, horas de
maquinaria entre otras cosas.<BR> Por su parte, el
Ministerio del Interior,a través del "Polo Industrial Santiago Vázquez"
perteneciente a la Unidad de Internación Nº 4 del Instituto Nacional de
Rehabilitación, se compromete a brindar la mano de obra para la realización de
las obras de refacción. En ese sentido aportará 27 personas privadas de libertad
y 3 funcionarios.<BR> El Intendente de Canelones Yamandú
Orsi manifestó que no todo son problemas. “ Así como surgen inconvenientes,
también hay soluciones como este acuerdo con el Instituto Nacional de
Rehabilitación.<BR> Por su parte, el Alcalde de Parque
del Plata Pedro Irigoin destacó la importancia de la obra. “Es una obra que
disfrutarán todos, no sólo la gente de Parque del

propuestas ante las autoridades y la ciudadanía de la localidad, las cuales
fueron elegidas en conjunto durante el Primer Módulo del Programa de Municipio
de Niños y Niñas.<BR> Participaron del evento el Alcalde
de Santa Lucía Raúl Estramil, la Directora General de Desarrollo Social Lucía
Etcheverry, el Director de Cultura Comunitaria Manuel Melendez, demás directoras
y directores de la Intendencia, entre otras autoridades nacionales,
departamentales y locales.<BR> Además contamos con la
concurrencia de un gran marco de niños, entre quienes estuvieron presentes los
26 chicos y chicas que participaron en la elaboración de las propuestas
presentadas, chicos de distintas instituciones educativas de la localidad:
Escuela Nº104, 140, 156, 73, 11, el Club de Niños Abrigaditos y el Proyecto
Sonrisas.<BR> El cierre de este primer módulo fue una
jornada donde los y las niñas participantes dieron cuenta de forma pública del
proceso de trabajo y las propuestas seleccionadas en conjunto, ante las
instituciones educativas de la zona, el Consejo Municipal, diferentes
Direcciones del Gobierno de Canelones y demás instituciones de la Santa
Lucía.<BR> Stefanie Moreira, referentes del Área de
Infancia y Adolescencia de la Dirección General de Desarrollo Social del
Gobierno de Canelones, contó que el Programa de Municipio de Niños y Niñas
consta de tres etapas. “En el día de la fecha se dio cierre al primer módulo que
es<BR>el de composición del grupo y la elaboración de las propuestas. A
continuación se llevará a cabo la etapa de seguimiento, la cual comenzará en 15
días y consiste en una reunión cada jueves con el Alcalde, los concejales,
direcciones de la Intendencia ya sea como Gestión Ambiental, Obras, Tránsito, y
finalmente viene la etapa de acompañamiento para la ejecución concreta de las
propuestas de los niños que veremos si serán a corto mediano o largo plazo”,
explicó Moreira.<BR> La responsable del Área de Infancia
y Adolescencia habló sobre las propuestas presentadas por los chicos luego de
haber realizado un trabajo diagnóstico durante meses. “Se plantearon dos
propuestas, una es la restauración del espacio ubicado en los Galpones de AFE,
lugar que los chicos utilizan mucho y entendieron que estaba abandonado y
descuidado. La otra propuesta es la de la pista de skite, que el espacio existe
pero hay que hacerle muchas mejoras”, contó.<BR> Por su
parte, el Alcalde de Santa Lucía Raúl Estramil, se comprometió ante todos los
niños en llevar adelante las propuestas planteadas. <STRONG>[<FONT

Increíblemente mi primer artículo fue para una revista cultural de mi sindicato
Ínter-nos de AFCASMU en repuesta a otro elaborado por una compañera
feminista.<BR>Esa compañera fue la que me prestó su mirada de mujer y desentraño
contradicciones, con las que día a día nos enfrentamos, como mujeres madres
trabajadoras y militantes sindicales.<BR> El hecho de
estar en este momento hablando sobre el tema, me lleva al reconocimiento que nos
debemos, somos frutos de procesos, de levantar la voz, de golpear arriba de las
mesas directivas, de noches de vigilia, de ocupaciones de centros de trabajo, de
solidaridad! de subirnos a los camiones, de dejar nuestras hijas e hijos con
otras mujeres a las que debíamos de pagar muy por debajo de esa tarea, a veces
solidaria a veces remuneradas...oprimidas entre
oprimidas.<BR> Reconocimiento a las compañeras violadas
y abusadas en torturas y que luego muy luego pudieron decirlo y entender el
tiempo de su tardanza.<BR> Aprender a accionar concreto,
sin pérdidas de tiempo, como cuando revolvemos la comida y hamacamos al
hijo/hija en el coche a la misma vez con el pie.<BR>
Cuando pelamos la verdura y te salen las ideas y largas todo lo vas a escribir
para que no se te pierda en ese mundo de quehaceres.<BR>
De espacios que querés ocupar y que te hacen desdoblar la vida, el
tiempo.<BR> Ese sentimiento de rendir examen siempre
ante ese mundo vertical, masculino y masculinizante y mantener tu ser lo más
intacto posible...¡¡¡que tarea!!!<BR> Entendí la doble
discriminación que sufría, ser trabajadora y mujer y la peor ser militante
sindical y se me ocurrió ser siempre pensamiento crítico, con independencia,
cuasi autónoma.<BR> El no poder o querer permanecer
callada e ignorante de la injusticia y de las reglas impuestas, provengo de esa
generación que me gusta llamar "bisagra" por aquello de cerrar periodos y abrir
otros y darse cuenta. La que dejo paso sumisamente a Los " grandes" del
movimiento sindical, lo que significaba volver a la retaguardia esa que las
mujeres asumen naturalmente. <BR> Pero resulto, que la
aparición de las mujeres en las vanguardias, en los periodos donde el hombre
desaparecía como mano de obra: guerras, dictaduras periodos de crisis,
generalmente concluían en la posterior desaparición de la escena
pública.<BR> ¿Porque esta
acción?<BR> Comprendí las respuestas y no quise seguir
esa pauta y arriesgarme a ser "mujer pública" en un mundo de hombres públicos a
pesar de los “grandes” del movimiento sindical.<BR>
¡Cómo pesa esa diferencia! Mantener la privacidad de la vida y marcar ese límite
del macho, el masculino. Ser la fuerte la que no llora, muro de contención y
derrumbarme muchas en brazos solidarios.<BR> De a poco
pase a ser la defensora de" pleitos perdidos". La loquita, la
problemática.<BR> La buena gente pero volada dispersa,
no atenta, charlatana etc...Y así se sumaron las discriminaciones subliminales y
no tanto. Las del patrón las entendía, las de mis pares me dolían.<BR>Ser
juzgada por otras mujeres y entender por qué<BR> Ser la
no tenida en cuenta a la hora de la redondilla en las reuniones, y observar como
tu discurso lo repetía el varón siguiente y en resumen decían: como lo dije El y
lo había dicho ELLA<BR> Ser la que aprendió que en medio
de una reunión que cuando se dice “está lloviendo” el compañero dice; que joda
no traje paraguas y nosotras decimos: ¡¡¡Pa!!! Dejé la ropa colgada. Vanguardia
y retaguardia<BR> La escucho decir al compañero en
huelga de hambre: “la mujeres zapatistas fueron ejemplo al tomar la
vanguardia...” y tener que decirle… “estás en huelga de hambre porque
seguramente hay una mujer cuidando tus hijos”...y ver a ese compañero ser mi
retaguardia. Las que permitimos la vanguardia...y
rodeamos.<BR> Observar la masculinización de las
compañeras, más allá de sus opciones de género. Para ser tenidas en cuenta. Como
se cuela la verticalidad, al discurso duro, analítico, concienzudo, al mando
despótico, a comprende que el “opresor no sería tan grande sin la complicidad de
los oprimidos” como dice Simone.<BR> Aprender a no
castigarnos más de lo que culturalmente somos.<BR>
Aprender a impulsarnos, animarnos y dar ánimo. A potenciarnos a no quedarnos y
saber que el golpe y la subestimación siempre esta.<BR>
Aprender y revertir el no ser escuchada en los informes de género, a no dejarlo
para el final y hacerlo al principio.<BR> Aprender no
ser tenida en cuenta y no quebrarme.<BR> Aprendí a leer
sus pensamientos... ¡bruja! “ahí viene esta pesada...” y no importarme....porque
no quiero ser secretaria de actas o tesorera, quiero treparme al camión y hacer
el engrudo, debatir políticamente cuestionar.<BR> Pero
en forma puntual, marco una acción disparadora, el habernos atrevido con un
grupo de mujeres a denunciar a un dirigente sindical de Violencia
domestica.<BR>Nadie de la dirección, ni hombres ni mujeres entendieron la
gravedad del tema.<BR> El resumen el primer protocolo en
violencia domestica para un sindicato, la hoguera para nosotras y al decir de
Cristina, después de esto “la muerte política”, sobrevivimos con más estigmas.
Pero sobrevivimos<BR> Fui elegida por primera vez a un
cargo de Dirección Nacional antes que a la dirección de base de mi sindicato y
lo peor con una postura de 2 en 15, mujer y minoría de corriente de opinión. Si
eso no me mató ¡¡¡no me mata nada!!!<BR> Nuevamente la
voz de Cristina, bruja mayor: Soraya ahora “calzón de lata” Y fue tal cual a la
primera de saque recibí el típico “anoche soñé con vos” a lo que le respondí:
¡¡Mirá!! ¿Y te masturbaste supongo?<BR> Ser Consejera
Nacional de mi Federación, permitió que por primera vez a los 42 años fuera
delegada a un Congreso del PIT-CNT titular, con derecho a voz y voto, la voz me
la quitaron porque intervenía mucho...la recuperamos gracias a la idea de la
primera presidenta de mi gremio de base, de mayoría mujeres Luz que 10 años
después reconoció lo que significo ser mujer y militante sindical...cada mujer
tiene su tiempo. Aparecimos frente a los congresistas al otro día con un leuco
en la boca, atención de la prensa...negociaciones.<BR> Y
esta mujer subió a hablar y bajó abucheada por todo el SUNCA.... ¿que habré
dicho? ¿Por qué reaccionaron así? ¿Un error de cantidad o una verdad dolorosa?
haberles dicho desde el micrófono que su accionar de militancia no estaba dando
resultado, que los accidentes se seguían dando a pasos de su Casa
sindical.<BR> 10 años después tienen su Ley de
Responsabilidad patronal ante accidentes de trabajo.<BR>
Mujer atrevida decirle al gremio mayoritariamente masculino "pesado" lo que
debía hacer.....seguramente no lo hicieron por lo que dije...deben de haberse
dado cuenta solos y tener la valentía política para dar ese
paso.<BR> Hoy tiene su bolsa de portland de 25 kilos,
dato que hace mas de 20 años lo veníamos diciendo las mujeres, “si fuéramos
mayoría en ese gremio ya tendríamos bolsas de 10 kilos” y lo lograron tardaron,
pero lo lograron.<BR> 10 años después no quise hablar en
el Congreso, hablo desde otro lugar, Les deje el camino a los más jóvenes, no
quiero repetir errores que dolieron.<BR> 30
años...terrible discurso de género y la nula representación de las mujeres en
cargos de dirección en el Pit-Cnt,... ¿qué habremos hecho mal...? ¿...o San
Patriarcado puede más?<BR> 30 años después tenemos salas
de lactancia para las mujeres trabajadoras de la Salud Privada!!! Ya no
doy de mamar...pero mis hijas y las hijas de otros trabajadores seguramente sí.
Tarda como tarda!<BR> 30 años. Y una ley de violencia
doméstica que no detiene las muertes<BR> 30 años un veto
y la ley de salud sexual y reproductiva incompleta y cuestionadora... ¿qué error
cometimos?<BR> 30 años y las compañeras domésticas
tienen su Ley!!!! Tarda como tarda...<BR> En fin
“no pongo los huevos sobre la mesa”; no me “tienen agarrada por los huevos”; no
soy una “mujer con huevos”.<BR> Solo tengo ovarios, los
llevo adentro, defiendo mi ser mujer, mi impronta el hablar, aprender hablar en
público, no querer hacer análisis de los inentendibles y con palabras difíciles
pero importantes, aprendí preguntar con precisión y que la respuesta sea mi
objeción.<BR> A ser visceral.....a poner
corazón...cerebro y ovarios y a desbalancearme y no
importarme.<BR> Abrazarme a otras mujeres por un bien
común a pesar de las diferencias metodológica o políticas. A caminar juntas y
aprender.<BR> A 30 años y ver el medio vaso lleno y
saber que hay otras mujeres que lentamente se hacen parte de este proceso y
visualizar que 3 décadas no son nada en los procesos históricos y que la
historia la construimos día a día....solo alcanza con saber que la estamos
haciendo y no permitir que otros la cuenten....jamás nos
cuentan!!!<BR> Defender a los más oprimidos dentro de
los oprimidos, el color de la piel, el género, el ser
mujer.<BR> Pero con principios de clase claros y saber
que los tiempos de las liberaciones económicas y culturales no se acompasan a
las necesidades de revertir y visualizar las discriminaciones en nuestra propia
clase como resultado de un patrón cultural fuerte y
arraigado.<BR> Que antes de los grandes saltos se dan
pasos para impulsarnos y que estos son las garantías del triunfo que deberemos
si o si alcanzar....<BR> Es cuestión de supervivencia de
la especie.<BR>Lo que aun no se responderme es: ¿Cuál es el masculino de
ovárica?<BR> Gracias: Graciela, Cristina, Cira, las dos
Estela, Nohelia, Alejandra,<BR> Rosario, las Almas, las
Aquelaque y todas las mujeres que cuidaron a mis
hijas.<BR> A la abuela que ningún aborto se la llevo,
sino sus años de madre madrastra lavandera cocinera costurera violada y

historias que María Julia recupera para la memoria de nuestro país, tienen la
riqueza de su mirada y vivencia de mujer actora en todas
ellas.<BR> María Julia recorre la historia de nuestro
país desde los años 50 hasta la oscura década de los 70, desde sus experiencias
de niña en el Cerro, un barrio de inmigrantes que trajeron sus ideologías y sus
oficios, sus culturas y la añoranza de su tierra.<BR>
Desde la forma de relacionarse con el mundo a través de las primitivas radios
que sintonizaban los avatares de las segunda guerra mundial, hasta la evolución
de la conformación de los sindicatos textiles y la solidaridad en las luchas de
las otras ramas industriales como la carne, María Julia va relatando la
evolución social, económica y política de esas décadas donde ella participó tan
activamente, viviendo desde adentro cada una de las luchas y la construcción de
un movimiento obrero organizado en una central única y
autónoma.<BR> Impactan las edades adolescentes de esos
primeros luchadores que enfrentaban patronales primitivas para lograr respeto a
su dignidad como personas.<BR> María Julia Alcoba
reafirma sus ideas políticas y en su rol de militante se pone en contacto con
otras mujeres: trabajadoras zafrales agrícolas, pescadoras, empleadas de las
grandes fábricas, empleadas domésticas. Describe sus diferencias y sus

María Julia Alcoba Rossano nace en 1938 en Montevideo, en el Cerro, barrio donde
vive hasta su casamiento, en 1960.<BR> A los trece años,
sin terminar la escuela primaria, ingresa a trabajar en Lanas
Uruguayas.<BR> Con catorce años se integra a la
militancia sindical y a la Unión Obrera Textil.<BR>
Entre los años 1955 y 1956 es co-fundadora del Congreso Obrero Textil, que
agrupa a todo el gremio a nivel nacional.<BR>
Representando a los textiles, con Héctor Rodríguez y Emilio De Concilis, integra
el plenario de la Comisión Pro Central Única de
Trabajadores.<BR> En 1956 se integra a las Juventudes
Socialistas y luego al Partido Socialista.<BR> En 1957
integra la Comisión Gremial del Partido. Desde allí trabaja hacia los sindicatos
agrícolas.<BR> En 1963, en la Unión, nace su primer
hijo.<BR> Milita en el Centro Mateotti y en el gremio
textil.<BR> En diciembre de 1967, el gobierno encabezado
por Pacheco Areco se inaugura clausurando diarios e ilegalizando organizaciones
políticas, entre ellas el Partido Socialista.<BR> En
1974 debe marchar con sus tres hijos al exilio argentino. En Haedo, termina la
Escuela y cursa primero y segundo en el Liceo
Nocturno.<BR> En 1977 debe dejar Argentina y exilarse en
España.<BR> En Barcelona se integra al movimiento
solidario con Uruguay, contra la dictadura. Trabaja como empleada doméstica,
vendedora de libros…<BR> Se prepara en cursos de
auxiliar de clínica, puericultora y consultora en planificación
familiar.<BR> En 1979 obtiene por concurso el puesto de
Consultora en Planificación Familiar, (agente de salud), en la Alcaldía de
Hospitalet de Llobregat, donde trabaja con grupos de mujeres, hasta su retorno
al país.<BR> Se integra a grupos feministas contra la
violencia de género.<BR> De 1979 a 1985, integra la
comisión de Barcelona de la CNT en el exilio, además de la Comisión de Mujeres
Catalanas de solidaridad con mujeres uruguayas en el exilio y presas víctimas
del terrorismo de estado.<BR> Ya en Montevideo, es
co-fundadora del Instituto Mujer y Sociedad, trabaja con grupos en Foro Juvenil
y EMAUS y se recibe de Psicóloga Social en 1992.<BR> Hoy
