<DIV><FONT size=2 face=Arial> En los últimos meses una
serie de iniciativas, dadas por distintos actores se refieren al problema de la
vivienda y la ciudad. Se está colocando en la agenda temas tales como, viviendas
desocupadas, vivienda para jóvenes, retomar el centro de la ciudad etc, etc.
Cualquiera de ellas me parecen propuestas interesantes, que nos llevan a la
reflexión. A mi juicio están dadas las condiciones para poder comenzar a retomar
el tema de la Reforma Urbana. Coordinar los distintos esfuerzos en el
denominador común de la reforma urbana, permitirá concretar una iniciativa
política fundamental. La Facultad de Arquitectura, la Facultad de Ciencias
Sociales, el Sindicato de los trabajadores de la construcción ( SUNCA), Comisión
del Patrimonio, Federación Uruguaya de Cooperativas de Viviendas por Ayuda Mutua
FUCVAM, Federación de Cooperativas de Vivienda FECOVI (sistema de ahorro
previo), los Concejos Vecinales Zonales (representantes de los vecinos en el
Gobierno Local), entre otras organizaciones, de juntarse, permitirían darle
fuerza y cohesión a la propuesta.<BR> Montevideo aún
tiene grandes posibilidades de ser una ciudad totalmente habitable, pero para
ello hay que ponerle ideas, iniciativas y voluntad política para poder
concretarlo.<BR> El disfrute de la ciudad, el derecho
sobre ella, es clave en términos de la calidad de vida de su
gente.<BR> Si no se unifican las fuerzas, todos los
esfuerzos dispersos pueden ser muy loables, pero no dejan de ser arreglos
parciales. <BR> La ciudad comienza a mostrar problemas
que ya a esta altura la población los percibe como crónicos y sin salida, la
basura, la inseguridad, el transporte, son todos temas que le preocupan a la
gente. Si no se logra una propuesta global, los problemas seguirán
profundizándose, pero soy de los que sigo considerando que todos pueden tener
solución en un mediano plazo si se abordan
globalmente.<BR> Montevideo necesita una reforma urbana
profunda, pero para llegar a la misma no solamente necesitamos en primera
instancia voluntad política, sino y fundamentalmente una amplia participación
activa de las organizaciones que mucho pueden dar al respecto.</FONT></DIV>

El próximo 13 de octubre comenzará en la Escuela de Psicología Social - EPSU - ,
un curso denominado La Valija Psicodramática - El psicodrama y su potencial como
repertorio técnico de intervención para el trabajo con grupos y comunidad.
<BR>¿<STRONG>Qué es el Psicodrama</STRONG>? <BR> El
psicodrama es un método creado por Jacobo Levy Moreno desde 1920 en Europa y
Estados Unidos. Desde entonces se ha desarrollado en la práctica para el trabajo
con grupos e instituciones en los más diversos ámbitos: clínicos, comunitarios,
educativos, empresariales, etc. Se basa en la filosofía del momento y el
encuentro, apelando al desarrollo de la espontaneidad y la creatividad de los
sujetos como modo de resolver los conflictos y situaciones.
<BR> Se apela a lo grupal como espacio privilegiado,
donde poder visibilizar los diferentes roles que ocupamos en diversos contextos
sociales. A través de la utilización de varios recursos dramáticos, se apuesta a
poner el cuerpo en juego, para lograr la resolución de diferentes conflictos.
<BR> Las técnicas psicodramáticas aportan en este
sentido al trabajo con grupos e instituciones, mostrando otro modo de intervenir
que coloca al cuerpo como eje central, y apela a la capacidad lúdica y creativa
de los sujetos. <BR>¿<STRONG>A quién está dirigido el curso</STRONG>?
<BR> El curso se encuentra dirigido a profesionales que
trabajen en el campo social: psicólogos, trabajadores sociales, docentes,
abogados, educadores sociales, etc. Se brindará un espacio donde reflexionar de
modo colectivo y a través de la vivencia sobre la propia práctica profesional,
así como se adquirirán herramientas concretas para la

Participativos vista desde sus protagonistas”, fundamentada en el trabajo que se
desarrolló en los gobiernos departamentales de Paysandú y Salto en el periodo
2005-2010.<BR><STRONG>Trabajo de
investigación<BR></STRONG> Suárez informó que este grupo
se dedica al estudio de las políticas de participación y descentralización. La
tarea incluye trabajos de investigación, enseñanza y actividades de extensión
vinculadas a esta temática, es decir procesos de participación ciudadana y de
descentralización política.<BR> “Uno de los temas que
hemos venido siguiendo en el tiempo es el de los presupuestos participativos.
Tenemos algunos estudios de experiencias uruguayas y algunas argentinas”,

el rugby, más aun luego, con tu ejemplo de vida y amigo de ese señor que fue tu

y valida, no cabe duda.<BR> Pero desde las antípodas de
tu posición quiero plantearte otra óptica.<BR> Para eso
debo decirte que convivo en aquellos lugares donde silban las balas, donde tenes
que ir a rescatar gurises de la tranza y del
alcohol.<BR> Sufrimos día a día con mis hermanas del
grupo de Madres y Abuelas de Asentamientos y Barrios del Norte, luchamos

antípodas desearía, te exigiría, que incidieras en quienes te han confiado una
misión valedera; sobre la importancia que el dolor y la indignación, entendible,
no enceguezcan y las situaciones deriven en rispideces entre los
barrios.<BR> Más que nunca es necesaria la conciliación
y fundamentalmente comprender que las grandes mayorías de los pobres aspiran lo
mismo que quienes gozan de buena situación, una vida de trabajo y dignidad, como
te decía.<BR> Y que antes que nada, previo o
concomitantemente con declaraciones ¿no deberían existir mensajes permanentes de
amor, comprensión y sensibilidad?<BR> ¿Esos mensajes de
mayores y niños no serian una señal de convivencia?<BR>
Por supuesto que no solucionaría el tema de la maldad y la brutalidad de una
escasa minoría, pero nos ayudaría a que nuestros gurises
no se transformaran en indiferentes, o peor aun en admiradores de los
depredadores.<BR> Solo el amor y la integración pueden
lograr cambios profundos. Yo lo he vivido, te lo
aseguro.<BR> La policía puede atender una mínima parte
del problema.<BR> Lo que podemos hacer todos juntos, la
sociedad civil, es impedir que muchos se afilien al odio, que nuestros niños no
sientan que son los sucios feos y malos, olvidados y desechados, para que luego
no confundan el ataque y el robo con
reivindicaciones.<BR> Nuestros pobres son los mismos que
acompañaron a Artigas y han transcurrido más de ciento cincuenta años sin que el
sistema y la sociedad hayan encontrado soluciones.<BR>
Por eso te invito públicamente a que sin dejar las legitimas reclamaciones que
vecinos te han encomendado, me acompañes entre el barro de los ranchos a decirle
a nuestra gente digna que somos hermanos de la vida y que a todos nos duele su
condición, que todos queremos convivir en paz y sin violencia y que somos

como el caso de la votación de despenalización del aborto donde a fórceps
introdujo la disciplina partidaria para no permitirnos votar en Cámara de
Diputados, a pesar de haber militando por esta causa y a pesar de haber sido
redactores de un proyecto de ley al respecto. También tengo muy presente el
proceso de implementación del Partido de la Concertación, donde se ejecutó una
caza de brujas con voto firmado para certificar quienes le eran leal votando a
favor de ese Frankenstein ideológico. Incluso en los últimos días estuvo en
algunos medios de prensa afirmando que Amado era la persona más mala que
conocía. Le recomiendo al Senador que incorpore a su dieta el ginkgo biloba que
es bueno para la memoria, pues de seguro en su infancia entraban y salían de su
