Dear Ana & friends,

I am not sure if Pam was able to make it to Delhi as planned, we have not
met. However it is critical that we arrive at a final decision this week, as
we are going to freeze our plans for October 17th when the Campaign Steering
Group meets in the last week of this month. I am accordingly proposing the
following:

*1. NATIONAL TRIBUNAL*

We would be ready to anchor a national level Women's Tribunal Against
Poverty, with a special focus on Land & Livelihoods. We would want to
explore if this could be jointly organized by NAWO, Janadesh 2007 & Wada Na
Todo Abhiyan as the core team, and also invite other groups and people's
movements to join the Organizing Committee, thus creating a greater momentum
and ownership for the initative.

NAWO as you already know is the National Alliance of Women's Organizations,
which Pam represents. NAWO also brings the outreach with, analysis of and
emphasis on women from the poorest and most marginalized groups. The present
Convenor of NAWO herself is a strong activist of the Dalit
movement. Janadesh is a land rights movement, also linked to the global Land
for Dignity effort. This year they are culminating their demands for
restructuring the land management policies in favour of the poor a national
march for land rights across the country from Oct 2nd (Gandhi Jayanti) to
Oct. 22nd. More than 100,000 people are to be mobilized across the march,
and 25,000 people will be demonstrating in Delhi alone.

Since Land & Livelihood are the issues around which there is much political
& rights debate in India now, we feel it would be good to focus on this -
while also emphasizing the need for land rights struggles to bring women's
entitlements into focus in their efforts. For the Abhiyan, this also ties in
with our emphasis on the National Common Minimum Program and provides the
peg of the current policies and budgets around which the hearings can be
organized.The underlying message of the Tribunal is for the government to
take up real redistribution of resources and power to women & marginalized
groups, rather than token schemes and doles.

Since the focus is national, there could be a clear link forward to the
advocacy objectives and outcomes of the groups involved. Further I think
this would also provide a motive for other organizing groups (including
ours) to contribute and possibly match the funds that are available from the
FTF to enable a significant event on the same date. *I would look forward to
hearing from Pam on the above, particulary on NAWO's involvements, following
which I can develop a concept note and next steps to take this forward.* We
could also work a way for representatives from other countries
to participate and present the context & challenges on the same issue,
however resources for their travel would need to be mobilized independently.

*2. REGIONAL TRIBUNAL (NEPAL)*

If we are to have a strong regional peg for this event, it would be best to
link it to the SAARC related advocacy, which has also been focused a lot in
this year (as the SAARC Summit itself was held this April). Since the SAARC
Secretariat is hosted in Nepal, it may be best for friends from there to be
able to take this up. *Sharmila, ofcourse, would have to tell us whether
this would be feasible or not from her end and take the lead in
conceptualizing and driving this effort.* Chona & myself could then take it
to the South Asian Facilitation Group (SAFG) of GCAP, so that this effort is
mainstreamed into the network. They may also be willing to contribute from
their resources for the same.

*3. REGIONAL TRIBUNAL (POLYCENTRIC)*

A third option if we want to stick to invite as many national coaltions
as would be interested across the region to organize hearings - this would
ofcourse depend a lot on the willingness of the regional/ national
coalitions to share costs and responsibilities too. I am sure that through
FTF & GCAP-Asia for instance, we could aim for the Phillipines, Indonesia,
Afghanistan, Nepal, Sri Lanka, India, Bangladesh. The funds could be
distributed based on the needs / resources of each coalition, which could
also be facilitated by Chona. From point of view of mainstreaming the FTF
activities across the national coalitions, this would be the best option.

I regret if this is making the proposal too complicated, but it would be
good to explore all options strategically so that we make the most of this
initiative. I look forward to your responses. Can we keep the 7th as the
outer limit for responses, so that we can consolidate and finalize our plan
of action by 10th?
