queridas amigas (español abajo),

On 10th April we sent you a message in relation to the election process that GCAP as a whole in involved in this period of transition. As you know, a new global council (replacing the current IFT) will meet in June and will be the body responsible for the day to day run of GCAP. There have been other changes, like the decision to register a GCAP global foundation in The Netherlands, that will be responsible for the legal and financial matters of GCAP. The location of the global secretariat is still to be decided, but it will be in the Global South. 

As FTF, what we need to do is to select our facilitator and her alternate who will represent us at the global council. I am attaching a document that refers specifically to the election process for constituency groups like the FTF. 

In the previous message we wrote:

"In terms of the FTF, all of you who are in the list serves represent our constituency. So all of you can nominate and select the person that will be the facilitator of the FTF and represent us on the Global Council. For the last two years we have had a system of a facilitator (myself) and an alternate (Rosa). This has worked very well because as always, it is much better to work as a team, plus having the support of the facilitation team.

So what we are asking you to do is to send proposals for who could be the facilitator of the FTF and who could be the alternate. Once we have the nominations we can ask everyone in the listserves for their opinions on these candidates. 

We are proposing the following process: Receive nominations for one week until the 17th April so then we can allow one more week for comments (17-24 April). We should then come to a decision by Friday 25th April. By the last week of the month we could have the positions of facilitator and alternate in place. This is important because then we have the first weeks of May to prepare the funds application for the work of the year and the 3 year plan as outlined at the FTF meeting last month.   

The facilitator of the FTF coordinates and facilitates communication on the list serves and all activities of the FTF, plus representing the FTF in all global spaces of GCAP. Her organisation is responsible for the application to funders. This implies writing the application, sending it, following it up, having the relationship with the funders, writing the report and sending audited reports of the financial expenses".

Up to now we have not received any nominations, and although the attached document gives more time to the process, Rosa and I are convinced that we need to have the nominations and consensus on our representatives by this week as we then need to move to prepare the funding proposal and send it in early May. Otherwise, we will not have the time to receive the funds in order to implement the activities agreed upon at the facilitation team meeting on 1,2 March in New York.

Rosa and myself are willing to continue working in the way we have done it up to now, but we are also willing to support other colleagues who might be nominated in this transition period. We really want to hear from you as it is very important for all of us that the FTF facilitators have the support of the broad constituency.
Ideally, we want to maintain our deadline of having the agreement by the end of this week.

el pasado 10 de abril les enviamos un mensaje en relación con el proceso de elecciones en el que está metido GCAP en su conjunto como parte del proceso de transición. Como ustedes saben el nuevo consejo global (que sustituirá al Equipo facilitador internacional) se reunirá en junio y será el organismo responsable de la marcha cotidiana de GCAP. También ha habido otros cambios, como la decisión de registrar en Holanda a la GCAP Global Foundation, responsable de los aspectos legales y financieros de GCAP. La sede del secretariado global está aún por definirse pero será en el sur global. 

Como ETF lo que necesitamos hacer es seleccionar a la facilitadora y su suplente que nos representarán el el consejo global. Les adjunto el documento que se refiere específicamente al proceso de elecciones entre los grupos de trabajo como el ETF.

En el mensaje anterior escribimos:

"En cuanto al ETF, todas ustedes que integran las listas representan el electorado que puede participar de este proceso. O sea que ustedes pueden nominar candidatas y seleccionar a la persona que coordinará el trabajo del ETF y representarnos en el nuevo Consejo Global. Durante los últimos dos años tuvimos un sistema de una coordinadora (yo) y una suplente (Rosa). Esto funcionó muy bien pues, como siempre ocurre, es mejor trabajar en equipo con el apoyo además del equipo facilitador. 

Lo que estamos solicitándoles entonces es que envíen propuestas sobre quiénes podrían ser la coordinadora y la suplente. Una vez que tengamos las nominaciones podemos consultar la opinión de todas en las listas sobre estas candidatas.

El proceso que proponemos es el siguiente: recibir nominaciones por una semana a partir de hoy, es decir hasta el 17 de abril. Luego tenemos una semana para comentarios (del 17 al 24) y podríamos tomar una decisión el viernes 25 de abril. De esa manera la última semana de abril ya podríamos tener las posiciones de coordinadora y suplente definidas. Esto es muy importante porque en las primeras semanas de mayo hay que enviar la solicitud de fondos para el trabajo del año y el plan de tres años definido en la reunión del equipo facilitador el mes pasado.

La coordinadora del ETF coordina y facilita la comunicación en las listas y todas las actividades del ETF, además de representarnos en las instancias globales de GCAP. Su organización además es responsable de la solicitud de fondos a los donantes. Esto implica escribir la solicitud, enviarla, darle seguimiento, mantener la relación con los donantes, escribir los informes y enviar los informes financierons auditados". 

Por el momento no hemos recibido ninguna nominación y si bien el documento adjunto le otorga más tiempo al proceso, con Rosa estamos convencidas que necesitamos tener las nominaciones y llegar a un acuerdo esta semana puesto que debemos preparar la solicitud de fondos y enviarla a principios de mayo. De no ser así no vamos a tener tiempo para que nos lleguen los fondos y podamos implementar las actividades acordadas en la reunión del equipo facilitador en la reunión del 1 y 2 de marzo en Nueva York.

Rosa y yo estamos dispuestas a continuar trabajando de la manera que lo hemos hecho hasta ahora, pero también lo estamos a apoyar a otras colegas que sean nominadas en este período de transición. Realmente deseamos conocer vuestra opinión puesto que es muy importante para todas nosotras que las coordinadoras del ETF cuenten conn el apoyo de sus integrantes. 
Idealmente desearíamos mantener el plazo de esta semana para llegar a un acuerdo.
