Me alegra que este artículo haya contribuido a generar reflexión, análisis y
debate a nivel internacional. Continuemos intercambiando, en las lenguas que
sean necesarias. Se trata en efecto de un tema importante, no relacionado
exclusivamente con la educación de adultos sino con la educación, el
conocimiento y el aprendizaje de manera amplia.

Escribí este articulo, en inglés, en 1996, hace más de una década. Fue
publicado en el boletín de la Sociedad Internacional de Educación Comparada
(CIES), un boletín entonces pequeño y con circulación limitada. No teníamos
todavía Internet! Así que pensé que podría ser útil circularlo ahora por
correo electrónico, aprovechando la conectividad internacional que nos
ofrece el ICAE y el momento que nos ofrece CONFINTEA VI. La hegemonía
Anglófona en todos los campos sigue ahí e incluso se ve reforzada por los
procesos de gloablización. El hecho de que usemos aquí el inglés para
comunicarnos es una decisión consciente y pragmática que nos permite una
lengua un común a quienes venimos de regiones, lenguas y culturas diversas.
Somos cosncientes, al mismo tiempo, que esta elección deja afuera a millones
de personas en nuestras regiones y países. Lastimosamente, en el mundo
Anglófono a menudo no existe siquiera cabal conciencia de dicha diversidad y
de dicha exclusión, no obstante el creciente reconocimiento y retórica
acerca de la diversidad, la equidad, la inclusión, el multilinguismo, el
multiculturalismo, etc .

Ojalá algun/a hablante nativo de español y/o portugués se voluntaree a
traducir el articulo a estas lenguas. No tengo tiempo de hacerlo yo misma en
este momento, pero sí puedo ofrecerme a revisar y editar la traducción. Por
supuesto, quienes lo encuentren útil, pueden asimismo traducirlo a otras
lenguas, si eso ayuda a detonar la reflexión y la discusión sobre este
asunto.

Escribo este mensaje en inglés y en español. Copio abajo los diversos
mensajes circulados sobre este asunto hasta el momento en la lista de
CONFINTEA VI.

Education seen through Anglophone Eyes, by Rosa-María Torres

Anglophone authors and literature dominate the world and the field of
education specifically. International and global reports prepared by
international agencies and academics in the North, often ignore the
important research and vast intellectual production of countries in the
South, generally produced in other languages. The rich intellectual
production of Latin America, a mainly Spanish- and Portuguese-speaking
region, is rather absent from the bibliographies read and quoted in such
reports. Education, internationally, continues to be seen mainly through
Anglophone eyes, with foreign eyes, ideas and prescriptions unfortunately
often imported acritically by our people in the South.

This article, written (English only) in the late 1990s, about a decade ago,
remains valid today. As soon as I find some time, I will try to update it
with more recent examples, which abound.

Dear Rosa Maria

You are absolutely right and I do agree with your article. We are
living in a cultural and linguistic hegemonic field, also in education,
where the other, who does not speak and write in English or does it but
not being proficient enough, as most of us, is more or less invisible in
the academic world as in most international forums and other social and
activistic public spheres. The Anglophone domination in our field is in
itself  an important obstacle to the democratisation of education theory
and practice, research and discussion of social policies, preventing us
from better knowing the other and possibly learning from him/her. Also
in Europe, believe me, where some of us belong to the "South of the
North" and living in Iberia speak those "peculiar" lauguages as Spanish
and Portuguese!
I hope we can try and do something against the statu quo in Belém do
Pará.

Thanks for the comment. May I add, that development partners sometimes work
in line with their interest not neccessarily originated by the home country.
In fact some country's report are facilitated by them  as  they sometimes
provide the fund for such report preparation at the end the report may not
be a true representation of what is on ground. For example EFA national plan
in some countries was never developed in line with the guide lines provided
in Dakar 2000 yet nwe have plan and reports. Sincerely speaking some African
countries are not been realistics on progress made in their countries
towards 2015. Where do we go from here.

Rosa Maria, thank you so much for this. I am also looking at any non
western perspectives on intercultural communication as the articles and
texts I have and use with students is much too narrowly a western
perspective.

Dear Rosa Maria,

I completely agree with you. the dominance of the English language in a
predominantly non-English speaking country or region excludes a large part
of the population from participating in important discourses.

In research, especially educational studies language continue to be a
barrier in capturing culture and experience-specific meanings and wisdom.
They get lost or misinterpreted in translation attempts.
