	Outline of the Briefing Paper on

	Climate Change, Poverty and Development linkages

	 

	 

	 

	1.	Introduction with purpose of the paper, context and the
issues covered

	 

	2.	Linkages between climate change and poverty (with case and
examples)

	·        Poverty in the planet

	·        Climate change hits the poor hardest

	·        Climate change, natural resources and livelihood of the poor

	·        Agriculture, forestry, bio-fuel production and food
insecurity of the poor

	·        Climatic extreme events and sea level rise: human
displacement, migration, social conflict and poverty    

	 

	3.	Linkages between climate change and development

	·        Poor understanding of climate and development link

	·        Better integration of climate issues into development  

	 

	4.	Conclusion with key points and recommendations for urgent
actions by different actors 

	 

	 

	     Comments:

	-         Importance to highlight the role of policy makers,
industry, educational institutions and civil society (each playing a
different role in changing patterns of consumption and production in relation
to energy, use of natural resources, etc.)

	-         Need to highlight the importance of changing daily patterns
of life mainly by high consumers.

	-         Development as an opportunity to de-link with past models
of economic growth moving to sustainable patterns. 

	-         Women´s contribution in this new paradigm of light
consumption, etc.
