It was great to talk with some of you on this morning鈥檚 FTF-FT call.聽 We missed others who could not join us.聽 Notes will be going out but for now I want to follow-up on one of the tasks which is to send out the GCAP Strategic Framework for your review and input. Some of you may be familiar with it already and have seen it as part of the material sent out by the regional secretariats.聽 The GCAP Global Secretariat has provided us extra time to review and finalize. I know the Europeans asked for more time and will be doing a thorough review at their meeting in November. So, for this and other reasons, the time for review has been extended. The section on Women鈥檚 Rights is not comprehensive but it is quite good and brings in various aspects not previous connected to mainstream GCAP, e.g. the Beijing Platform for Action, CEDAW and other instruments / agreements. Please pay particular attention to the part on mobilization, considering our general view
on Stand Up, which is being proposed for the next three years. Also, perhaps in light of the successes of the most recent mobilizations (or otherwise), feel free to make comments.聽
Just some quick background, part of the reason for this document is to submit for the incorporation of GCAP as a foundation.聽 Let me clarify--- I specifically asked on today鈥檚 call of the Strategic Planning meeting if it is required (the Europeans were arguing that it is not therefore give more time for review) and the answer was that a very close to be ready draft can be submitted but that this wouldn鈥檛 get the most positive response by funders. Funders particularly prefer a final document for providing funding for a first time institution. The final draft would still need to go through the Global Council, most likely in the Dec. 15th meeting.聽聽
Please try to get comments back to me by this Friday or Monday at the latest so I could relay them to the Strategic Planning Group. The document has been available for a couple of months and has been translated into other languages.聽 Here's an attachment in English, Spanish is on the website.
