[Gcap-mujeres] Meetings in Johannesburg/ report

Dear friends,

As you know, last week I attended two meetings in Johannesburg: one in
relation to the MDG Review, and the other one in preparation for the GCAP
World Assembly due to take place this year.
The MDG Review strategic meeting was co-organised by Amnesty, Civicus,
Social Wathc, UNMC and GCAP. It had the aim of “reflecting on the relevance
of the MDG framework in influencing the global development and governance
process in the current decade (2000-2010), asses key lessons/gains in this
period and identify opportunities and challenges to be address in this
decade (2010 to 2020)”. The meeting was organised in several sessions:
Relevance of the MDG framework (where we looked at how the MDGs had
influenced the global development process in the decade, what is the state
of achievement, etc; Strategies for engagement (we looked at the process
this year including the High Level Plenary of the UN that will take stock of
the 10 years); Planning Process (we worked in groups in this session looking
at monitoring progress, advocacy and lobbying, popular mobilisation, local
action and advocacy, and a key message); and finally we look at Beyond 2015
(to identify policy priorities and see what should be the best framework to
work for a more just and sustainable reality after 2015).
There was a lot of debate during the meeting, with some people more
favourable to continue having the MDG as the leading framework and others
more critical. The general feeling though was the need to be clear on the
World We Want, and this became kind of a leading framework for the debates
to move beyond specific goals and targets but have also a vision of the
reality we are working for and how we want to shape it.
Some of the main conclusions of the meeting were:
- In relation to the relevance of the MDG framework:
o Previous agreements were better than the MDGs (Beijing, Copenhagen,
etc.)
o The MDGs are reduccionist
o Need for pluses (e.g. Adult Education, Disabilities)
o They have been good in providing a framework to keep governments
accountable (In this respect it was also said that there is a need to
overcome the culture of political impunity from governments that have not
kept their promises)
o They kept us busy but they have not delivered
o The framework is not a response to the various crisis which have
shown the need for a sustainability approach, one that focuses on justice
and inclusiveness (jobs, education, services, a sustainable economy)
o There is a need for an alternative vision
- In relation to strategies for engagement:
The timetable of coming events towards the review will be circulated and in
each case there will be opportunities for engagement. It was emphasised
though, that there is a need for mass mobilisation to address key issues to
overcome poverty and inequality such as employment and gender equality.
- In relation to the plan of action:
There was an intense debate on the basis of the feedback from the groups on
how to move forward, and also as a result of what was presented in the
session on Beyond 2015 where the need for an alternative vision was
emphasised. As a result of that debate the attached plan of action was
agreed upon. Also a letter to the UN Secretary General was drafted. The key
idea is to have a strong message around the world we want and to be
consistent with this message in the various events, advocacy actions,
demands, etc.
I am attaching both, the plan of action and the letter to the SG for your
comments. Feel free to suggest any modifications.
It is very important to get your feedback as FTF members as one of the first
opportunities to advocate around the world we want is the CSW in March where
we will be active and presenting an event.
The other meeting was in preparation to the GCAP World Assembly. I was
invited to be part of the organising committee because as you know that last
Assembly took place in Montevideo. I am also attaching the proposal from the
committee that it was discussed by the global council yesterday. We still
need to agree on the place and date. You will see in the attached report
that there are three possibilities suggested. Please send your feedback on
this as a decision needs to be taken by early March.
I hope we will have an active exchange throughout the year in preparation
for our participation at the assembly.
