À la lecture des contributions de Nélida et d’Alan, après 45 minutes à pelleter, en ce matin canadien de mars marqué par une tempête de neige surprise, il m’a semblé que nous sommes peut-être face à un paradoxe. D’un côté, comme le montre Nélida, la rhétorique ne s’est pas prolongée dans l’implémentation de politiques. Cela devrait nous convaincre de redoubler d’efforts  pour obtenir un engagement fort et pratique pour la mise en œuvre de politiques d’éducation des adultes dans le prochain Agenda post-2015. Or, comme le soulève Alan, un focus sur un instrument international majeur (ex. : OMD) a, comme effet secondaire, d’amener les gouvernements à marginaliser d’autres instruments (ex. : ÉPT et CONFINTEA). Donc, quelle devrait être notre stratégie, prenant ses réflexions en considération ? Une certaine prudence semble de mise. 

 

Au minimum, l’Agenda post-2015 devrait explicitement et fortement être lié à d’autres instruments, comme CONFINTEA VI et la prochaine recommandation sur le développement de l’éducation des adultes. Idéalement, un plan d’action détaillé, comportant des dispositions sur l’éducation des adultes, serait inclus dans l’Agenda post-2015. Toutefois, il faut se rappeler que l’Agenda pour le futur de CONFINTEA V était un tel plan d’action spécifique pour l’éducation des adultes. Deux décennies plus tard, nous sommes toujours dans l’espoir d’aller au-delà la rhétorique. Il me semble que nous devons trouver un moyen de passer d’un acte de foi à un saut quantique. Je ne sais toujours pas comment traduire cela dans des actions stratégiques. Mais, comme l’écrivait Albert Camus au sujet du destin de Sisyphe, l’espoir le garde en vie et heureux.

Reading Nélida and Alan contribution, after a 45 minutes of snow shoveling, in this Canadian surprised march snow storm morning, it appears to me that we might be faced with a paradox. As Nélida underlined, policy implementation has not followed the rhetoric. That should bring us to strive to have a strong and practical commitment for adult education policy implementation in the next Agenda post-2015. But, as Alan point out, a focus on a major international instrument (ex. : MDG) has, as a secondary effect, to bring government to marginalise other instruments (ex. : EFA and CONFINTEA). So, what should be our strategy, taken those thoughts into consideration?  Some caution seems to be called for. 

 

At a minimum, the post-2015 agenda will have to be explicitly and strongly linked with other instruments, like CONFINTEA VI and the next recommendation on the development of adult education. Ideally, a detailed action plan, with specific disposition for adult learning will be included in the post-2015 agenda. But memory tells us that the CONFINTEA V Agenda for the future was such a specific and detailed action plan for adult education. Two decades later, we are still hoping to go beyond rhetoric. It seems to me that we need to find a way to move from a leap of faith to a quantum leap. I still don’t know how to translate that into strategic action. But, like Albert Camus said about the fate of Sisyphus, hope keeps him striving et happy.
