Dear All,Thanks for your comments and to Luisa for the guide.
Where the rights of women and
children are put at risk by the effects of globalisation, we are called upon to
act and we are obliged to act. We cannot allow lack of  policies and agreements to encroach upon the
overriding global goal of reducing the number of people living in absolute
poverty by 2015 while improving the livelihoods of the poorest at the same
time.
1.Gender
inequalities and stereotypes exist in all spheres of the Nigerian polity,
preventing women from developing and
exercising their full human capabilities.
2. Education
Female
access to education in Nigeria remains lower than male access as is clearly demonstrated
in the statistics. The Primary school enrolment statistics for 2005, show that 55.9%
of enrolments where boys and only 44.1% were girls. In secondary schools the
breakdown is boys 55.45% and girls 44.55%. At the level of tertiary
institutions only 39.70% of
graduates from Universities are female and the percentage of female Polytechnic
graduates is lower still at 37.54%. The school dropout rate also remains
consistently
higher for females than males. Literacy rate for adult men is 57% while for adult
women, it is 43%. Secondary school completion rate for girls is 44%, while that
of boys is
75%
3 Health
Full
achievement of the global targets for reduction in maternal and child mortality
are hampered
by early marriage, teenage pregnancy, lack of access to formal education, harmful
cultural practices, poverty, illiteracy, and lack of health personnel and infrastructures
particularly in rural areas. With an estimated 54,000 maternal deaths annually,
Nigeria has the 2nd highest maternal
mortality rate in the world – with a maternal
mortality rate of approximately 800 maternal deaths per 100,000 births.
Although,
HIV prevalence is reported to have declined steadily from 5.8% in 2001 to 5% in 2003
and 4.4 % in 2005, women still bear the brunt of the epidemic accounting for over 58%
of people living with HIV/AIDS in Nigeria.Â
 Women are
3-4 times more likely to contract HIV than their male counterparts. The
Nigerian woman, also, bears the burden of care for people living with HIV/AIDS
in addition to livelihood challengesamidst
growing feminization of poverty and systemic gender discrimination.
Furthermore,
the stigma attached to the disease makes obtaining services more difficult for women.
4. Discrimination
and human rights violations
Socio-cultural,
economic, political, legal and religious impediments to the promotion and
protection
of women’s rights still persist in Nigeria. The failure to domesticate CEDAW
remains a major
obstacle to the full achievement and enjoyment of rights by enshrined in CEDAW by
Nigerian women. Harmful traditional and cultural practices such as widowhood
rites and disinheritance still persist. National surveys reveal high incidences of gender-based
violence and studies show that women and girls are more likely to be victims of
trafficking than boys and men.
5. Poverty
Gender
inequalities play a key role in the persistent poverty levels of women in
Nigeria.
Statistics
show that the incidence of poverty using the rate of US $1 per day increased
from 28.1
percent in 1980 to 65.6 percent in 1996. The incidence increased to 69.2
percent in 1997 and today is about 80 percent. Nigeria fares very poorly in all development indices. Â Poverty in Nigeria is in the midst of plenty. Although there has been steady economic
growth in the last few years, the benefits have not been evenly distributed amongst
men and women.
6. Environment
and Climate Change
The extent
of the survival of women and their enjoyment of guaranteed rights are impeded by
environmental and climatic changes. And given the impact of environmental changes on
women especially in the Niger Delta region of Nigeria, we have included this aspect  for consideration and action.There is need for more push on gender policies in Africa especially in Nigeria, because we are still far from Gender justice , we need to  still continue with our advocacy and awareness.
GCAP-FTF has done a lot in the past years, by bringing women into issues of poverty.Â
In Nigeria, On October 18,2007 above 1,800,000 Nigerians
stood up against poverty and 70% were women, as part of a global call. A record 38 million people
worldwide observed the anti-poverty call, eclipsing the 23.5 million figure for
2006. Analysts insist women remain the worst victims of poverty. This is a key Millennium Development
Goal from a local perspective

The 2007 International Poverty Day provided another
opportunity to examine the state of poverty and the progress made so far made
in efforts to eradicate extreme poverty.more emphasis should be place on awareness and policy makers to ensure maximum success.Â

On MDG 1. I would like to emphasize the relationship between ffd
and MDGs, as related to ODAs and debt elimination. The fact that the
0.7% is not met by the majority of developed countries is not only the
result of financial crisis, it is also the lack of commitment from their
part. Would like to propose that there should be a mechanism (and may
be sanctions) to ensure that ODAs and debt elimination are on the
agenda of the developed countries.
When it comes to climate change MDG 7. Women are the most affected
by climate change, In Africa, droughts and floods are very common now as a
result of climate change. The consequences on farmers (70% of
farmers in Africa are women) and on displacement and immigration and
housing are tremendous. Would recommend taking this into consideration
when planning on adaptation, mitigation, simple technologies, and especially
financing.
Would recommend to refer to the UNDP annual report to quote facts and
figures on women and children mortality rates, HIV/AIDS and Malariah.
Gender justice is still far from reach, we should continue to raise
awareness at all levelsÂ
In the past five years, a lot
was done by FTF on raising women awareness and policy makers about women
and poverty, this should continue on a larger scale taking into
consideration the current challenges facing women and
development.

prepared a first draft of the strategic paper to present at the GCAP Global
Assembly on "Women´s Rights and Gender Justice as a central issue of Poverty
Eradication".
She sent the text in Spanish
(which you can see below) and I am attaching the English translation for all
your comments, changes, additions, etc.
It is important that when you
read the draft and make suggestions, that you keep in mind that with this
paper we should address the following issues:

a) The key changes / developments that have taken place in the last
three years in the given Strategic Theme;
b)Â Â
The major issues, challenges and opportunities
that can be addressed by GCAP in the next three-five
years
Â
Much needs to be added to the paper to respond to those two
issues mainly taking into account that the paper is a motivation for a broader
debate at the assembly.
Please send your comments not later than Wednesday as we
have to submit it to GCAP at the latest by Friday.

de la Cumbre del Milenio, los movimientos feministas han sido crÃticos con
el minimalismo de los 8 objetivos que reducÃa todos los resultados de las
múltiples cumbres de la mujer, sociales, de derechos humanos y del medio
ambiente. Además de la reducción del trabajo de los organismos especÃficos
creados por Naciones Unidas para el seguimiento de problemáticas
particulares como la violencia contra las
mujeres.

Las múltiples crisis (alimentaria,
financiera, ecológica) desatadas en cascada desde el 2008, muestran los
lÃmites espectaculares del modelo de acumulación propuesto y reforzado por
la Organización mundial del comercio, el Fondo monentario internacional, el
Grupo de los 20, el Club de ParÃs, etc.

Estas crisis fueron previsibles. Los
movimientos sociales, en su participación en los foros sociales mundiales,
venÃan prediciendo las crisis desde el 2001. La economÃa del petróleo y de
las energÃas fósiles se verificaba destructiva, limitante, excluyente y
guerrera.

Las múltiples crisis golpean de manera
proporcionalmente superior a las mujeres por ser el 70% de la población en
pobreza.
·           Â
Aunque los organismos multilaterales
analizan las crisis de una manera parecida a los movimientos sociales, su
gran diferencia deriva en sus recomendaciones que siguen la misma tónica que
ha llevado a producirlas, mismo modelo económico, mismo paradigma de
acumulación, consumo y depredación y violación de los derechos de la mayor
parte de la gente, sobre todo de las
mujeres.

Pese a una situación de profunda
inseguridad del sistema planeta, los organismos de decisión no toman en
cuenta como interlocutores del diálogo para encarar las soluciones a la
sociedad civil, o la toma en cuenta de manera simbólica y sin poder de
decisión, dejando estas en manos de quienes defienden los intereses de
transnacionales y mundo financiero.

Debe considerar la participación activa
de la sociedad civil y en particular de las
mujeres.

Debe considerar un cambio de paradigma
que abandone el modelo de acumulación, de consumo y especulación actual e
imaginar un nuevo que se base en la producción real, la pequeña empresa y la
pequeña agricultura, que se base en el respeto a la gente, que se centre en
el bienestar de las mayorÃas y en el sentido de responsabilidad con respecto
a asegurar la vida.

Debe considerar la concretización de los
derechos humanos en interdependencia.

La solución a la pobreza debe considerar
un compromiso polÃtico verdadero con un presupuesto viable, para aproximarse
con énfasis a las metas al 2015.

El 0.7% debe ser una base (pues se deberÃa superar
esa cifra) y una obligación de los Estados de los paÃses
del Norte al 2015.
